Katy Perry Spinning Peppermint Dress Costume

I am wearing this costume. This costume was a lot of fun to make. I started with a base that was enforced with vinyl to make the shape. I then made a slip to pull over the base that I showed and glued the peppermint swirls to. I made to half moon pieces with vinyl in them to make the hip flares, and put red fabric piping along all the edges. There is also a red and white tulle tutu underskirt for more flare. I bought 4 handheld fans and spraypainted them red and glittered them. I cut out cardboard circles and made the peppermints to glue on the fan blades, so the two fans on the chest and the two on the hip flares actually spun like in Katy's original dress. Lots of fun to make and show off.
