This homemade costume for women entered our 2015 Halloween Costume Contest.
A word from Pat, the 'April Showers bring May Flowers' costume creator:
It is a cloud with rain over a fields of flowers and birds.
It is a hat with tinsel glued around it, then batting cotton glued for cloud. The flowers are glued on blue material and birds added same way. Material is cotton with ties around neck and back.
