This homemade costume for adults entered our 2017 Halloween Costume Contest.
A word from Shannon, the 'Billy the puppet from Saw' costume creator:
We have a huge annual Halloween party, this was my costume last year taken in our photo booth in our mudroom. This costume inspiration came from Pintrest and was really easy and cheap to make. I ordered the tights, bow tie and gloves online for a total of $20. I already had the blazer, white shirt and black shorts. The makeup was the toughest part, they have lots of you tube tutorial videos.
