This homemade costume for girls entered our 2016 Halloween Costume Contest.
A word from Tara, the 'Cindy Lou Who' costume creator:
My daughter Madilynn is wearing the Cindy Lou Who costume from The Grinch whi stole Christmas. We chose this costume because Cindy is her favorite character. This costume cost me no money. I used an old red dance costume as the dress. A tree skirt for her cloak. Red stockings we already had and a pair of black boots. Her hair is put up with a dr. Pepper bottle secured with 2 hair ties. I then braided the sides and pinned them. I added the bows for the christmas details.
