This homemade costume for women entered our 2013 Halloween Costume Contest.
A word from Allison, the 'Clown Bright' costume creator:
The whole costume is handmade. I purchased a leotard from the Goodwill and painted bright dots all over. Then I made the tutu and glued poms to it. I did the makeup (after several trials). Hair is in pigtails that are ratted.
