This homemade costume for women entered our 2014 Halloween Costume Contest.
A word from Julie, the 'Winter Queen' costume creator:
The staff Is made from Tiki torch n yard light. I face painted in blue n white..glitter..and applied crystals to face. The dress I added the fur collar n frozen twigs.
