This homemade costume for babies entered our 2012 Halloween Costume Contest.
A word from Dana, the 'Police Officer and Inmate' costume creator:
Mommy is the police officer and son is the inmate. We decorated his wagon to be a prison cell. We used PVC pipe as the bars and spray painted them black. We sprayed painted some cardboard, cut holes in the top for the PVC pipe to go through. Than got a black tablecover and lined the inside. Total cost was bout $15 since we had some of the things laying around.
