I stuffed the legs and used slippers (not shoes they are too heavy) for the fake legs. I cut strips of felt for the flames and strung them on a belt. I just used safety pins to put it all in place where I wanted it to look and glued 2 pumpkin lights to the feet to light him up when it got dark. The Rocket on his back was made from cardboard and covered in felt. I put straps on it so he wore it like a backpack.
