This homemade costume for girls entered our 2014 Halloween Costume Contest.
A word from Amy, the 'Cindy Lou Who' costume creator:
My daughter Abby is Cindy Lou Who from Whoville: Movie "The Grinch". We made her costume with material from JoAnn fabrics, and I did her hair and make up myself. We had to put dixie cups in her hair to form the height of it. It was very time consuming but she and our town loved her costume! It wasn't your typical costume that most kids wear.
