This homemade costume for girls entered our 2014 Halloween Costume Contest.
A word from Katie, the 'Queen Elsa' costume creator:
This is my 3 year old daughter dressed as Queen Elsa. I went as Anna & my husband as Olaf. :)
We bought our costumes, but I made my daughter's. I bought the tube top off of etsy. I bought 3 different colors of tulle & made the tutu dress. It was less than $15 to make her dress.
