A word from Gail, the 'Halloween Cat Delivery' costume creator:
Prince William is wearing a one piece costume consisting of two sets of children's clothes sewn to a shopping bag. It took a very patient dog to get all the measurements right but in the end, Prince William wears his costume with pride as he and his stuffed dog cohort carry their trick or treat bag stuffed with a cat back home for some treats.
