Oscar is Wreck It Ralph and Sugar Rush! The "ice cream" is styrofoam balls covered in cotton. The base is a packing piece from a vacuum cleaner bag and it's all built on a letter basket with an area cut-out when Oscar's back is.
Oscar is a rescue who was abandoned, paralyzed, and now he is living life to the fullest!
