This homemade costume for women entered our 2017 Halloween Costume Contest.
A word from Joy, the 'Dubble Bubble & Quarter' costume creator:
I created my costume from a Pinterest idea using about 10 packs of rainbow Poms from walmart and hot glue. I had the skirt and shirt already. I just hot glued all the big/medium poms to the shirt and bow tie. For the quarter and 25 cent slot on my skirt using metallic duct tape, glue and a black permanent marker. I made the headband by glueing poms in a cone shape.
