This homemade costume for babies entered our 2015 Halloween Costume Contest.
A word from Jazmine, the 'Elmo' costume creator:
I made this costume for my daughter out of tulle and elastic for the dress. I did it without sewing anything. The arm pieces are made out of sweater and so is the headpiece. The eye balls were made out of little white pong balls with sharpie to color in the pupils. the eyes were just hot glued onto the headband with the little pom pom for a nose.
