A word from Jason, the 'Headless Horseman' costume creator:
I have made my son's Halloween costumes each year since he was born. He is now 7. This year, as he is an avid reader, he wanted to be The Headless Horseman. I used cardboard, craft foam, a hot glue gun and spray paint to make it. The suit was 25 cents at a thrift store. The cape and "creepy cloth" came from a dollar store. The plastic horse was free from the transfer station "free cycle" area. It is bolted to a scrap 4"x4" post which is bolted to a $2 yard sale skateboard. Boots and gloves completed the costume. The axe was bought years ago for another costume (SKELETOR) and painted silver for this. We got the sword at a Spirit Halloween store. The neck bone was left over from a previous costume (PREDATOR).
