A word from Emilie, the 'Lego Star Wars Minifigure' costume creator:
I made the Lego head out of a cheese puff plastic container that I bought from Winco. I cut circles out of duct tape and stuck them on the container where the eyes would belong. I then spray painted the plastic container bright yellow and waited for it to dry. I peeled off the tape circles to make it so you could see through the clear plastic for the eyes. After that I painted the eyebrows and mouth with black acrylic paint. For the body I used a cardboard box that I cut apart and constructed together with duct tape in the shape of a lego torso. I then spray painted the body grey and painted the details with acrylic paint.
