A word from Stephanie, the 'Pennywise' costume creator:
This is my almost 3 year old son, Charlie as Pennywise this year.
The day before trick or treating we STILL were unsure on what to do and wanted to out do his Chucky costume from last year. The morning of trick or treat we went to Walmart & goodwill to grab a few things and hoped for the best.
A hot glue gun, red yarn, a tutu, red and orange hair spray, some white cream makeup, red lipstick, and a simple face paint palette all from Walmart was $17.
We found a white long sleeve blouse that worked perfectly, with some white costume pants (not sure what to call them), and a white ruffled mini skirt all at goodwill for under $15
My son has very long hair so we didn’t have to spend money on a wig, just basically gave him pig tail buns, sprayed it red and gave him a more dramatic hairline and we were good to go for the hair.
This costume was easier than I expected and we nailed it! Didn’t have time to stop for a balloon as toddlers are very time sensitive and he was about to nap in the car!
We decided to use the tutu as a whole to help poof out the large shirt, so he’s wearing that as a skirt underneath. Then we cut up the ruffled mini skirt and hot glued it to his sleeves and made his neckpiece, cut holes in it to run yarn through so we could just tie it around his neck instead of hot gluing the whole thing.
The yarn was used to make the pom poms, and we ended up just tying the yarn Pom poms through the button holes. We used the yarn to tie around the baggie clothing to give it the poof that pennywise has without having to order an expensive costume online.
