Best DIY Scuba Diver Costume for a 5 Year Old

This homemade costume for boys entered our 2013 Halloween Costume Contest.
A word from Shirley, the 'Scuba Diver' costume creator:
My son just loves anything water. Bathtubs, swimming pools, ponds and oceans. We bought him a youth scuba gear kit over the summer. He was wearing it all the time, including the bath tub. He is autistic and cannot stand any form of paint or mak-up on his skin. I knew I had a winning idea to let him be a cuba diver for halloween.
To make the air tanks, we painted two 2-liter bottles green. We painted the caps black to represent a real air tank. We used black duct tape to keep them together. We pt green glow sticks and a LED light stick in each tank. He glosed for miles. To mak the weighted belt we used an old guitar strap, 2 ring jewelry boxs covered in aluminum foil and velcro strips. To make the air regulator tubes, we used a tube from an old cpap machine. We put green glow sticks in it for night time. He wore clothes that we already had. A black pair of stretchy pants, solid black long sleeve shirt with a hoodie, black socks and his swimming shoes. I didn't put this costume away with the halloween decorations this year. He gets to play with it all year round. He gets to be a scuba diver even in the winter.
