This homemade costume for women entered our 2019 Halloween Costume Contest.
A word from Morgan, the 'Stormy Night' costume creator:
I am wearing it and it was storming in Georgia and I decided to enjoy the rain in doors. I googled around to see what ideas I could use and decided to hand make a storm myself. I worked hard and in the pictures attached I show how much fun I had making it and how the lights really make it pop out :)
