I love this costume , my 7 year old daughter has what's called a steam vocabulary parade in which she has to dress up and all of its science she really loves this costume I would love to know what you use to make it thank you so much

Could you please share details how you made this costume!? It is absolutely the best one I have seen! My son is obsessed with tornadoes and tornado sirens and has asked to be just that for Halloween this year. Have been scouring the internet for tutorials and not surprisingly there isn't too many! But this is by far the best looking costume that I have seen only problem is there's no instructions on how to make it LOL if you wouldn't mind sharing I would greatly appreciated!
