This homemade costume for women entered our 2018 Halloween Costume Contest.
A word from Nancy, the 'Ursula' costume creator:
I bought my dress at Salvation Army. I made my tentacles out of fabric and lined it with wire and then stuffed them. I sewed them to a belt. My skirt was at least 25 yards of tule. I put some lights under the tule. The hair is my own.
