This homemade costume for girls entered our 2013 Halloween Costume Contest.
A word from Cheyenne, the 'It's Raining Cats and Dogs' costume creator:
My daughter Cheyenne is wearing this costume, creating by me, Mommy!! Materials needed: Rain boots, poncho or raincoat, small dogs and cats, umbrella, string and safety pins. I pinned the bigger dogs and cats to the top of the umbrella and strung the smaller ones around the side.
